Temporary vs. Permanent Residency in Paraguay in 2026: Differences, Requirements and Which One Fits You

Quick answer: for most foreign nationals, Paraguay’s ordinary route still follows temporary residency → permanent residency. Temporary residence under Law No. 6984 can last up to 2 years and gives access to a Paraguayan ID card with matching validity. Permanent residence allows indefinite residence, while the resident card must be renewed every 10 years. Since July 2026, applicants moving to permanent residence must prove financial solvency according to their economic profile. Some investors, family members and special categories can qualify for permanent residence directly.

At first glance, the difference seems simple:

“Temporary residency if I want to try Paraguay; permanent residency if I want to stay.”

In 2026, the real comparison is more nuanced.

The two categories differ in:

  • duration;
  • ID-card validity;
  • solvency requirements;
  • timing for changing status;
  • absence limits;
  • long-term immigration stability;
  • and, in some cases, whether you should use the ordinary route at all.

There is also more than one form of temporary residence.

A British, U.S., Canadian, German or Australian applicant will generally look at the ordinary temporary-residence framework under Law No. 6984/2022.

By contrast, qualifying nationals of certain South American countries can use the MERCOSUR Temporary Residence route, which has different rules.

And some investors, relatives of Paraguayan nationals and other special categories can access permanent residence directly.

Permanent residence is more stable, but that does not mean every applicant can or should apply for it on day one.

What is temporary residence under Law No. 6984?

Paraguay’s National Directorate of Migration defines temporary residence as the authorization granted to foreigners who enter Paraguay intending to establish themselves and carry out a lawful activity.

The temporary-resident card can be valid for up to 2 years and can be extended for an equal period under the ordinary regime.

For most non-MERCOSUR applicants, it is the standard first stage before permanent residence.

What temporary residency allows you to do

Temporary residence is not simply a waiting status.

During the application process, the applicant receives the applicable precarious resident status, which allows lawful stay, work, study and travel according to the current Migration framework.

Once temporary residence under Law 6984 is granted, the resident can apply for a Paraguayan Civil Identity Card with validity linked to the temporary residence period.

This makes temporary residency fully usable for someone who wants to:

  • live in Paraguay;
  • work or carry on lawful activity;
  • obtain local identification;
  • start building a longer-term base;
  • prepare for permanent residence later.

What documents are generally required?

The official temporary-residence checklist includes, among other items:

  • valid identity document;
  • consular visa where required;
  • proof of lawful entry;
  • birth certificate;
  • civil-status documents where relevant;
  • criminal or police records;
  • INTERPOL background certificate;
  • Paraguayan background documentation;
  • declaration of profession, activity or occupation;
  • declared address in Paraguay.

MERCOSUR Temporary Residence: a different route, not just a cheaper version

This distinction is especially important for an international English-speaking audience.

The MERCOSUR temporary-residence route is currently available to nationals of:

  • Argentina;
  • Brazil;
  • Uruguay;
  • Bolivia;
  • Chile;
  • Peru;
  • Colombia;
  • Ecuador.

It lasts 2 years, but unlike temporary residence under Law 6984, it is not extendable.

The Paraguayan ID rule is also different

Paraguay Migration states that a MERCOSUR temporary resident must first obtain MERCOSUR Permanent Residence before applying for the Paraguayan Civil Identity Card.

That differs from temporary residence under Law 6984, which already gives access to the local ID card during the temporary stage.

The expiry date matters much more

The move from MERCOSUR temporary to MERCOSUR permanent residence must be filed starting within the 90 days before the temporary card expires.

If MERCOSUR temporary residence expires without filing for permanent status, the applicant loses the right to continue under that MERCOSUR pathway and must regularize under Law 6984.

Therefore:

MERCOSUR can be an efficient route for eligible South American nationals, but it requires careful timing.

What is permanent residence in Paraguay?

Permanent residence allows a foreign national to reside in Paraguay indefinitely.

It provides greater long-term immigration stability.

But there is an important technical distinction:

the immigration status is permanent, but the permanent-resident card is not lifetime-valid — it must be renewed every 10 years.

Permanent-resident status allows the holder to obtain a Paraguayan ID card; the ID card’s validity and renewal follow the rules and procedures of the Identification Department.

What really changes compared with temporary residence?

The main difference is not that permanent residents can work while temporary residents cannot.

Temporary residents can already carry out lawful activities.

The real advantages of permanent residence are:

  • indefinite immigration status;
  • a 10-year resident card cycle instead of a short-term status;
  • a longer-validity Paraguayan ID;
  • less frequent immigration administration;
  • greater robustness as a long-term second-residency or relocation base.

That immigration stability should not be converted into automatic claims about banking, taxation, citizenship or investment rights.

The major 2026 change: financial solvency for permanent residence

From 6 July 2026, Resolution DNM No. 407/2026 updated and unified the economic-solvency requirements for permanent-residence applications.

The solvency test is no longer well described by one generic “show X amount of money” formula.

Migration now recognizes applicant profiles including:

  • professionals;
  • technical workers;
  • employees;
  • self-employed workers;
  • remote workers and digital nomads;
  • property owners;
  • shareholders and company partners;
  • agricultural producers;
  • retirees and pensioners;
  • dependants;
  • persons with disabilities under applicable conditions;
  • students.

The applicant must provide suitable, sufficient and verifiable documentation showing genuine income generation or real economic resources.

Example: self-employed professional

Evidence may include:

  • taxpayer registration;
  • VAT or personal-income tax returns where applicable;
  • tax-compliance evidence;
  • real business activity.

Example: digital nomad

A remote worker may support solvency through a work certificate or equivalent evidence showing:

  • the work relationship;
  • income;
  • the method through which salary or professional fees are received.

Example: property owner

The applicant must document ownership under the applicable requirements and may be asked to support the income or economic use connected with the property.

When should you change from temporary to permanent residence?

This is one of the areas where timing mistakes can create avoidable problems.

Temporary residence under Law 6984

The change to permanent residence should be filed within the 3 months before the temporary card expires.

If the temporary card has already expired, permanent residence can still be requested up to 1 month after expiry, subject to the applicable fine.

After that first month, and up to six months after expiry, the applicant no longer has direct access to the permanent-status change and can only request an extension of temporary residence, with the applicable penalty.

MERCOSUR Temporary Residence

MERCOSUR permanent residence should be requested within the window starting 90 days before the temporary card expires.

If MERCOSUR temporary status expires without that change being filed, the applicant loses the continuation right under MERCOSUR and must use the Law 6984 framework instead.

Who can obtain permanent residence without first completing temporary residence?

The ordinary route has important exceptions.

Investor Pass

Since 2026, qualifying foreign investors can obtain the Foreign Investor Certificate and then apply directly for permanent residence without first completing temporary residence.

The current Investor Pass framework includes four routes:

  • productive investment;
  • financial instruments;
  • real estate;
  • tourism.

Paraguay Migration provides a direct permanent-residence route for eligible foreign children and spouses of Paraguayan nationals under the applicable rules.

Eligible relatives of repatriated Paraguayans

Certain foreign relatives of Paraguayan repatriates can also qualify for direct permanent residence under the relevant regime.

Uruguayan nationals

Paraguay has a specific bilateral framework allowing Uruguayan citizens to access permanent residence directly under the applicable law.

Therefore, you should not assume:

“Every foreigner has to spend two years on temporary residence first.”

Which status is better if you will not live in Paraguay full-time?

Paraguay can function as a second legal base without requiring you to remain in the country 365 days a year.

But Law No. 6984/2022 provides consequences for prolonged unjustified absences.

As a general rule:

  • temporary residence can be affected by an unjustified absence of more than 1 year;
  • permanent residence can be affected by an unjustified absence of more than 3 years.

In 2026, Resolution DNM No. 376/2026 also regulated the procedure for cancellation due to absence and the authorization of absences.

If your goal is to keep Paraguay as a Plan B or backup residence, permanent residence is generally more robust.

But permanent does not mean “set it and forget it forever”.

Permanent residence does not automatically make you a Paraguay tax resident

This is a critical distinction for internationally mobile people.

You can hold:

  • Paraguay permanent residence;
  • access to a Paraguayan ID card under the Identification Department framework;
  • and still remain tax resident somewhere else.

Temporary and permanent residence are immigration statuses.

Tax residence depends on a different set of rules, including:

  • tax law;
  • migration movements;
  • economic activity;
  • RUC registration where applicable;
  • Tax Residence Certificate where relevant;
  • the rules of the former or home country.

Therefore:

permanent residence does not automatically make you “more tax resident” than temporary residence.

Which residency route fits different profiles?

British, Canadian, U.S., German or Australian applicant relocating to Paraguay

The ordinary starting point will generally be temporary residence under Law 6984, unless a special direct-permanent route applies.

The applicant should prepare for the later permanent-residence stage and its profile-specific solvency requirements.

Brazilian, Colombian or other eligible MERCOSUR national

The MERCOSUR route may be worth using.

But the applicant should understand:

  • the temporary status is not extendable;
  • the permanent-filing window matters;
  • the Paraguayan ID rule differs from Law 6984 temporary residence.

Digital nomad

If using the ordinary route, temporary residence provides the initial legal base and Resolution 407/2026 expressly recognizes remote workers and digital nomads when proving solvency for permanent residence.

Investor with USD 70,000–200,000 available for a genuine qualifying investment

Before starting ordinary temporary residence, the investor should check whether one of the four Investor Pass routes provides direct access to permanent residence.
