For the standard permanent-residency procedures described by the National Directorate of Migration, the application is personal and in person. Subsequent follow-up may be carried out personally or through a legal representative.
If no more than 30 days have passed since expiry, the temporary-to-permanent change may still be available, subject to the corresponding penalty. Once that period has passed, the available immigration options change, so the situation should be reviewed promptly.
