Four investment routes

The Investor Pass no longer forces every investor into the same structure.

Resolution 0283/2026 establishes four investment categories. The right route depends on your available capital, objectives, investment horizon and the type of asset or project you want to pursue.

Designed for investors who prefer allocating capital through qualifying Paraguayan financial instruments rather than acquiring real estate or operating a business.

Real estate Investor Pass

A tangible asset. No requirement to create five jobs or run a company.

For some international investors, the real estate track creates a particularly straightforward investment logic: capital is allocated to a documented economic asset in Paraguay and that investment forms the basis of the application.

But if you are committing USD 200,000 or more, residency should never be the only reason to buy. The asset should also make sense financially and strategically.

Tangible investment

Your capital is linked to a specific, documented real estate asset.

No compulsory job creation

Unlike the productive-investment route, the real estate category does not require five formal employees.

No business plan

The real estate category does not require you to build and operate a traditional business project.

Economic purpose required

The asset must form part of an investment with an economic purpose. Property acquired exclusively for private or family use does not qualify under this track.

Before moving the money

The most expensive Investor Pass mistake usually happens before the application is filed.

Immigration paperwork can often be corrected. A poorly chosen USD 200,000 investment can be considerably harder to unwind.

Does the entire Investor Pass process take five business days?

No. The five-business-day timeframe relates to the issuance of the Foreign Investor Certificate within the SUACE procedure once the relevant file is complete. Permanent residency is then processed through the National Directorate of Migration, followed by the relevant identity documentation. Actual timelines can therefore vary according to documentation, observations and administrative processing.

Building a second base

Permanent residency can open doors. It should not be confused with automatic tax residency.

For some investors, Paraguay becomes part of a wider residency, wealth or internationalisation strategy. Each part of that structure needs to be analysed on its own terms.

Paraguay's IDU applies an 8% rate where the recipient is resident and 15% where the recipient is non-resident. The actual treatment must be analysed for the specific case.

Does the Investor Pass automatically make me a Paraguayan tax resident?

It should not be assumed automatically. Immigration residency and tax residency are separate concepts. An international tax-residency change may require analysis of both Paraguay and the country or countries you are leaving.

Should I choose the investment before starting the Investor Pass?

The investment and residency strategy should be planned together. Before signing, reserving or transferring funds, it is sensible to confirm that the proposed investment can satisfy the relevant category and generate the documentation required for the file.
